What is an Access Plan?

An Access Plan is a document created by you, your team, or your organization that outlines how you will provide equivalent access to the same information and/or services when a technology is not yet fully accessible to people with disabilities.

In the United States, this is commonly referred to as an Equally Effective Alternative Access Plan (EEAAP). In Australia, the equivalent term is typically Accessibility Action Plan (AAP). While the terminology differs, they refer to the same concept: a structured plan to ensure access is maintained while accessibility gaps exist.

Access Plans are living documents. They must be reviewed, re-evaluated, and updated at least annually, and whenever there are changes such as contract renewals, product updates, or shifts in how the technology is used.

An Access Plan may be required if one or more of the following applies:

  • The vendor has no accessibility documentation, and/or barriers are unknown
  • The VPAT, HECVAT, or ACR is incomplete or appears inaccurate
  • The vendor's documentation identifies known accessibility barriers
  • An end user of the technology or service reports an accessibility barrier
Important: Access Plans are not a long-term solution to inaccessible products or services.
